OBAMA'S STIMULUS PLAN WORKING BETTER THAN EXPECTED

Trumpeting economic progress to a skeptical nation, Vice President Joe Biden says the massive government program intended to stimulate and reshape the economy is reaching and exceeding goals. Nearly 200 days into the effort, Biden says it is more effective "than we had hoped." Biden's upbeat report card, to be delivered Thursday in a speech at the Brookings Institution, comes as economists say the country is slowly breaking free of the most crippling recession in decades. Yet public angst is also deepening about the cost of government intervention, and millions of people remain out of work. At the heart of President Barack Obama's agenda for an economic turnaround is the $787 billion package he signed into law on Feb. 17. The effectiveness of the two-year program is a matter of sharp political debate; Biden, the administration's point man on the issue, is aiming to show a restless public that results are tangible. "Recovery act dollars are going farther and working harder than we anticipated," Biden said in excerpts released in advance by his office.

Keanu Raeves's next appearance might be on the Maury Povich show. A 46-year-old Canadian woman claims the actor fathered at least one of her four adult children -- and though Keanu claims he doesn't even know the woman, he's going to take a paternity test. Reeves' attorney, Lorne Wolfson, tells T-M-Z that he recommended Keanu take the test so he could clear his name and end the matter once and for all. That might be because Karen Sala is asking for 150-thousand dollars a month in child support, retroactive from June 1988, and three-million a month in spousal support, also retroactive.

The news just keeps getting worse for R&B singer Chris Brown. According to one of our sources, MTV executives have asked the R&B superstar not to attend their upcoming Video Music Awards in New York. The show, which tapes in two weeks, will have all the biggest names in music -- including Rihanna. A tipster claims that higher ups at the show told Chris that he should not attend the show, or any of the after parties. According to our snitch, "they'd rather that he wasn't even in New York City." Wow, that's pretty harsh ... but since they're banning people over there -- In other Chris Brown News, In an interview in the new issue of People, on stands today, Brown says, "I commend Oprah on being like, 'This is a problem,' but it was a slap in my face. I did a lot of stuff for her, like going to Africa and performing for her school. She could have been more helpful, like, 'Okay, I'm going to help both of these people out.'" In response, Oprah's reps say, "Oprah is very appreciative that Chris Brown performed at her school but she takes domestic abuse very seriously. She hopes he gets the counseling he needs."

ROXANNE SHANTE DOESN'T HAVE A DOCTORATE AFTER ALL...ROXANNE, ROXANNE

Turns out former M-C Roxanne Shante doesn't have a doctorate after all. An investigation by Slate.com has debunked last month's New York Daily News article -- which claimed that Shante (born Lolita Gooden) had earned a P-h-D in psychology after fighting her record label to honor a contract obligating it to pay her tuition. According to Warner Music, neither it nor any of its subsidiaries ever had a contract with Shante, and it was not required to pay for her education. Slate also discovered that Cornell -- the university from which she claimed to have obtained her degree -- has no record of her ever attending. Gooden insists she received a master's in psychology but admits, "I didn't complete my P-h-D." But when no proof of that could be verified, either, she explained that she'd attended school under an alias "because of a domestic violence situation." The Daily News says it's looking into problems with the story....
