-SPRING HILL — Police Chief John Smith failed a random drug test of city employees and will undergo counseling as outlined in the Tennessee Drug Free Workplace Act.City Administrator Victor Lay said Smith came to him last Monday immediately after the test earlier that day in Franklin.
"He showed positive for codeine," Lay said. "He said he had taken Tylenol with codeine which was from an old prescription."
Smith told Lay that he recognized the weight of the situation, given http://www.williamsoncounty-tn.gov/Sheriff Ricky Headley's arrest two years ago for illegally obtaining prescription painkillers from a Nashville pharmacy.
"I have nothing to hide," Smith said. "It was a one-time incident. I am not addicted to painkillers."
Smith said he was sore from moving furniture when he took the last two pills of Tylenol 3 and threw away the bottle. A few days later, he was drawn for the random drug testing.
The city had the option to terminate Smith or to require counseling, which will be arranged through Williamson County WorkForce Essentials, the same entity that conducts the random drug tests for the city. Lay said Smith is being treated just as any city employee would be. Had Smith been able to produce the bottle as proof of his prescription, Smith would not be required to undergo counseling, he said. The counselor will determine if this is isolated or a more serious situation that requires rehabilitation, Lay said. Smith will be required to take six random drug tests in the next year, at his own expense, and more if the counselor determines it is needed.
"The process will discover the gravity of the issue," Lay said.
All city employees are subject to the random drug tests, which are administered monthly, said Robin Dunn, vice president of the Business Services Division for Workforce Essentials.

-November 24, 1868-Scott Joplin, the King of Ragtime, was born on this day in 1868 in Texarkana, Texas. A skilled pianist and composer, Joplin started a 20-year ragtime craze with the release of his composition "Maple Leaf Rag" in 1897, during the Gay Nineties. Ragtime-scored piano music-at the time was considered Negro tavern and brothel music. Its tinny sound was the source of the name Tin Pan Alley, the center of ragtime in New York City.
