Obama: ISIL plan

President Obama's plan for using "limited" ground troops to fight the war against ISIL is getting a mixed reaction from Congress.

Although the President said that the American-led airstrikes in Iraq and Syria are hurting the terrorist group, he said ground troops may be needed in "limited circumstances" or "special operations."
