Jay-Z may have 99 problems -- but getting a traffic ticket ain't one. Hova is one of the celebrities caught up in a ticket-fixing scandal centered on the New York City police department. The New York Daily News reports that his driver was pulled over for speeding last year, but when the cop recognized Jay, he "lost" the paperwork. New York Yankees star Alex Rodriguez received a similar favor.
