A group of black farmers is blaming the Obama administration for the loss of a billion-dollar deal to settle decades-old discrimination lawsuits. One of the largest civil rights settlements in history, the deal was to compensate black farmers left out of federal farm loan and assistance programs. But it was contingent on Congress approving funding by March 31st, and lawmakers failed to do so before leaving for a two-week break. National Black Farmers Association head John Boyd tells the Associated Press, "The president made a strong commitment to show leadership to get this done, and basically we haven't seen him show that leadership. [He] didn't help us finish the job."
