NASA Cost Estimating Handbook White Paper NASA Last Updated: March 17, 2021 This handbook describes the cost estimating process from receiving a customer request through developing and presenting the cost estimate to project stakeholders. Smaller programs can use the Analogy Cost Estimating methodology outlined in section 2.2 of the handbook. In addition, this NPR adds reference to NASA/SP-2016-3424, NASA Project Planning and Control Handbook. Background. NASA space flight programs and projects develop and operate a wide variety of spacecraft, launch vehicles, in-space facilities, communications networks, instruments, and supporting ground systems. 1. Confirm that the project creates and maintains the test reports throughout software integration and test. 2. Confirm that the project records the test report data and that the data contains the as-run test data, the test results, and required approvals. 3. Confirm that the project records all issues and discrepancies found during each test. 4. The purpose of this handbook is to provide Earned Value Management (EVM) guidance for the effective application, implementation, and utilization of EVM on NASA programs, projects, major contracts and subcontracts in a consolidated reference document. EVM is a project management process that effectively integrates a project s scope of work with schedule and cost elements for optimum project This handbook has two primary aims: (1) to set forth NASA's governance framework--principles and structures through which the Agency manages mission, roles, and responsibilities; and (2) to describe NASA's strategic management system--processes by which the Agency manages strategy and its implementation through planning, performance, and The purpose of this handbook is to provide EVM guidance for the effective application, implementation, and utilization of EVM on NASA programs, projects, major contracts, and subcontracts in a consolidated reference document. EVM is a project management process that effectively integrates a project's scope of work with schedule and cost elements for optimum project planning and control. To ensure plans are followed, projects typically implement project monitoring and control (see SWE-024) and software assurance processes. Per NASA-STD-8739.8, Software Assurance Standard, 278. "Process assurance shall be performed to assure that: 7.1.2.1 Those software life cycle processes employed for the project adhere to the applicable plans The guidance in this handbook helps to ensure NASA program or project managers are meeting the expectations of internal and external stakeholders. The intent of this handbook is to support NASA's schedule management function by providing best practices proven to be successful within the Agency that reflects NASA specific needs. project implementation and management control. This handbook can be used for all types of NASA projects and work activities including research, development, construction, test and evaluation, and operations. The products of these work efforts may be hardware, software, data, or service elements (alone or in combination). The purpose of this document is to provide program/project teams necessary instruction and guidance in the best practices for WBS and WBS dictionary development and use for project implementation and management control. This handbook can be used for all types of NASA projects an
