It can also serve as a proxy before a new development in advance of an actual update to a parcel fabric. It is very compelling to see a plan in geographic context. Open QGIS and click on Raster ‣ Georeferencer to open the tool. The Georeferencer is divided into 2 sections. The top section where the image will be displayed and the bottom section where a table showing your GCPs will appear. Now we will open our JPG image. Go to File ‣ Open Raster. Getting Started.
